The Comprehensive Literacy State Development is a federal grant focused on advancing literacy skills for students from birth through Grade 12. The emphasis is on disadvantaged children, including those living in poverty, English learners and children with disabilities.
Distribution of funds: Thirteen States were awarded 5-year grants in Fall 2019: Alaska, Arkansas, California, Georgia, Hawaii, Kentucky, Louisiana, Minnesota, Montana, New Mexico, North Dakota, Ohio, and Rhode Island.
Round Two awards were granted to 11 states: Arizona, Colorado, District of Columbia, Florida, Louisiana, Massachusetts, Michigan, Missouri, Tennessee, Texas, and Wyoming.
Awarded States will hold grant competitions in Winter 2020 among school districts to distribute funds. While states can issue more specific funding priorities, preference will be given to applicants serving a high percent of children that are economically disadvantaged, English learners, or have disabilities.
How the funds can be used: Grant requirements vary by State, but most are focused on evidence-based literacy intervention and professional development.
