COVID-19 Stimulus

The Grants & Funding Team at Savvas Learning Company is here to help educators understand the COVID-19 stimulus funding available and how it can be used.

Background

In response to the COVID-19 pandemic, Congress passed two stimulus bills in 2020 to provide economic assistance for American businesses and industries, including education:

  • On March 27, 2020, a $2.2 trillion economic stimulus bill called the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) was passed.
  • On December 27, 2020, an additional bipartisan stimulus package of $900 billion was approved under the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act.

Distribution of Funds

Within the legislation to support the nation’s efforts to deal with COVID-19, two programs are focused on education: ESSER and GEER. ESSER funds are distributed to districts based on Title I. GEER funds vary by State as each Governor has discretion on distribution of GEER funds as long as local education agencies or institutions of higher education are the beneficiaries.

How Funds Can Be Used

Among the allowable activities, stimulus funds for K12 can be used for:

  • Educational technology for students that aids in regular and substantive education interactions between students and their classroom instructors
  • Activities to address the unique needs of low-income children or students, children with disabilities, English learners, racial and ethnic minorities, students experiencing homelessness, and foster care youth
  • Address learning loss by improving academic instruction
